Why Open Access Isn't Easy

Almost everyone agrees on the desirability of Open Access to scholarly publications. I will explain why this is not an easy goal for the journals of the American Physical Society. I will also comment on recent OA developments such as the OSTP memorandum, the RCUK policies, and SCOAP3, from the perspective of APS journals.
